Position Summary:

Provide an overview of the role, including job scope/responsibilities, impact, decision authority, problem-solving, level of influence, etc.

The Manager, Gov’t Reporting will manage operations and ensure compliance with regulatory requirements for the Commercial, Medicaid, Medicare Part B & D, and other Federal pricing programs for all approved and launch products. This role will also facilitate the development and implementation of the Medicaid, VA/DOD, FSS, and commercial contract pricing strategies for currently marketed and pre-launch phase products. They will assist with the analysis of the impact of new pricing and contracting strategies on Gov’t Pricing calculations. In addition, provide input with regard to the impact of marketing and pricing strategies on Medicaid, Federal, and other state programs by working cross-functionally with key internal business partners in Finance, Marketing, Supply Chain, and Legal.
Essential Duties & Responsibilities:
• Review all government price reporting (mAMP), (qAMP), (BP), (ASP), (NFAMP) (FCP) to ensure accuracy and compliance with Rising Pharmaceutical’s policy
• Ensures compliant and timely completion of State Program and Supplemental Program filings within the allotted time
• Analysis of fee and rebate payments for GPO, Distribution, Specialty Pharmacy, and Managed Care contracts and ensure they are properly applied to, and in compliance with, all Government price types
• Proactively identifies and resolves compliance issues, questions, or pricing requests received from other units of the company, customers, government regulatory agencies, etc.
• Manage all aspects of the government contract operations to ensure corporate and regulatory compliance for government programs including PHS (Public Health Service), FSS (Federal Supply Schedule), and DoD (Department of Defense) for all marketed products
• Partners effectively with cross-functional teams to review commercial and business licensing contracts and amendments and Pricing to assess government pricing requirements and implications (Compliance and Financial)
• Prepare and distribute standard and ad-hoc reports

• Ensure timely and accurate administration of all pharmaceutical Government Pricing rebate contract agreements between Rising and external customers is occurring for, Medicaid, Coverage Gap, etc. Manage the validation of quarterly payment calculations to ensure accuracy and compliance of payments and financial reporting of Government Rebate programs

• Actively contributes to the Company’s Compliance to US Government Commitments; Active Contributor to GP Compliance deliverables and presentations; Ensures all agreed upon Workstream activities and Projects are delivered well and on time
• Update internal SOPs with management direction to ensure consistency with corporate policies, applicable laws, and regulations
• Ensure compliance with Corporate Code of Conduct and SOX requirements. Provide direction and assistance when requested to various audit initiatives. Develop and/or maintain relevant AOPs remain up to date and ensure SOX compliance within the minimized risk
• Work with account managers and internal operations personnel to develop sound analytical support for Commercial/Medicaid/Government contract bids, consistent with company objectives
• Work with the current systems to ensure accurate Commercial and Governmental accruals on a quarterly basis
• Management of the operations team and Third-Party Vendors responsible for processing commercial and government rebate submissions, data analysis, pricing calculation, and submission of State/Federal Price Reporting
• Responsible for preparing and reviewing monthly and quarterly Average Manufacturers Price (AMP), Average Selling Price (ASP), Best Price (BP), quarterly Non-Federal Average Manufacturers Price (NFAMP) calculations, and annual NFAMP and Federal Ceiling Price (FCP) calculations in accordance with the Veterans Healthcare Act (VHCA), Public Law 102-585
• Evaluating, analyzing, and testing transparency data to identify potential data integrity issues caused by system, processes, or people; supporting evaluation of root cause, resolution, and remediation
Position Requirements:
Education:
Required: B.A./B.S. in Accounting/Finance from an accredited college or university
Experience:
Required: • Minimum of 3 – 7+ years relevant accounting/finance work experience preferably in the Pharmaceutical Industry in the following areas: Government Programs and Pricing, i.e. FSS, AMP, ASP and BP calculations and their relationship to Unit Rebate Amounts (URA) is required

• Managerial experience and ability to develop others desired

Specialized Training or Technical Knowledge Licenses, Certifications Needed:
• Advanced Microsoft Excel experience; pivot tables and the v-lookup function
Functional Knowledge:
• Working knowledge of government regulations pertaining to Federal and State programs
